Yes you will need to have a get a Googlemail account in order to use it. You „pages“ will then be stored under your googlemail name (dot) googlepages.com.
Unfortunately there are too many users and not enough accounts, so I can’t tell you really more about it until I get in.
But knowing Google it will be good again and knowing Google there will be more and more services out there from Google.
